Construction contract administration including payment certifications, claims management, variation orders, and design modifications. TACT manages contracts on behalf of government and international agency clients throughout the construction phase of road, bridge, and infrastructure projects.
Construction Cost Estimating
Engineering cost estimates and bill of quantities preparation for road, bridge, and structural projects. TACT prepares detailed cost estimates as part of tender document packages, ensuring accurate budgeting before construction contracts are awarded.
Construction Supervision of Construction Projects
Day-to-day construction supervision and contract administration for civil works projects, including progress control, workmanship and material quality control, payment certifications, and claims management. TACT has supervised AfDB-financed road rehabilitation and toll plaza construction in Zambia and multi-year road projects in Ethiopia.
Design of Bridge Projects
Detailed structural design of major and minor bridges using MIDAS Civil Structural Design Software, from feasibility study and structure type selection through tender documents. TACT has designed bridges ranging from reinforced concrete slab culverts to a 400 m extradosed bridge and a 152 m steel truss bridge crossing the Tekeze River.
Design of Highway Projects
Detailed engineering design and geometric design of highway projects, from feasibility through tender document preparation. TACT's highway design work spans design and build road projects across Ethiopia, ranging from urban pedestrian infrastructure to multi-kilometer regional road corridors, delivered for government clients including the Ethiopian Roads Authority and Addis Ababa City Roads Authority.
Feasibility Study & Appraisal of Civil Work Projects
Feasibility study, environmental and social impact assessment, and economic evaluation of civil infrastructure projects. TACT's feasibility work has supported bridge and road bypass projects in Tanzania and pedestrian infrastructure projects in Ethiopia, establishing project viability before detailed design begins.
Geotechnical Engineering Services
Geotechnical investigation and design supporting all phases of infrastructure development, including soil and foundation analysis for highway, bridge, and structural projects. Geotechnical findings inform structure type selection, foundation design, and construction methodology across TACT's project portfolio in Ethiopia, Zambia, and Tanzania.
Technical Assistance & Due Diligence
General technical advisory support and independent due diligence reviews across the project lifecycle – including audits of project and contract documentation, quality control regimes, and certified quantities and payments – drawing on TACT's multidisciplinary engineering bench to resolve design, construction, and contractual issues as they arise.
Tender Assistance to Contractors
Preparation of complete tender documents, including technical specifications, bill of quantities, and drawings, based on standard bidding document formats such as those used by TANROADS and the Ethiopian Roads Authority. TACT supports clients through the tendering process from document preparation to contractor evaluation.
Traffic Engineering Services
Traffic engineering and road safety assessment services, including technical and road safety audits of road corridors. TACT has conducted technical audits and road safety reviews for multinational road corridors, including the North–South Corridor connecting Burundi and Rwanda.

TACT's transport planning work includes traffic and transport economic assessments for major urban infrastructure projects such as Addis Ababa's Ring Road and LRT corridor pedestrian crossing program.
